It doesn't know if it is supposed to be an architectural art exhibit, a tourist attraction, or a passive park. Instead, what you have is an artistic multilevel structure as the center piece that while a visually attractive marvel, serves no purpose other than to be a tourist attraction lookout with a very limited view point because of all the taller buildings that bracket it, a small greenway with a walk and benches, a dollop of sun chairs, and a few food stands. It's nice, but it's just comes across as an incomprehensible mish mash of things thrown together in hopes of cohesion, but ends up as a plaster dash.
