I wasn't quite sure what this was when I spotted it on the map, but thought it was the raised area surrounded by parking in the middle of the street. I was right. Any raised area in the middle of the street is good because it provides a place for people to stand, walk. and make crossing the street easier and safer. It also helps curb the traffic, making them go around it instead of zooming through ready to kill anything in the path. The parking around it means more parking spaces, irrelevant to me, but meaningful to people who drive, and with more and more residential buildings going up around here (who have visitors who do not have the use of the building's parking)l, with this strip located at the first/last number 7 train stop in/before Manhattan, and with Vernon being a local shopping strip, people are probably looking for parking.
